After a day of confusion over the panel that the UPSC has presumably sent to Punjab for the next DGP, there are strong indications that 1987-batch IPS Dinkar Gupta would take over the baton from DGP Suresh Arora to lead the Punjab police.After the media reports that flashed the panel supposedly recommended by the UPSC with the names of Samant Goel, Mohammad Mustafa and Dinkar Gupta, the day was rife with rumours that yet another panel has come to the fore which included the names of all the 1987-batch IPS officers,Dinkar Gupta, MK Tiwari, and VK Bhawra.
Media adviser to the chief minister Raveen Thukral though tweeted that officially no panel of IPS officers had been received by the state government, the buzz was that Dinkar Gupta is the chief minister’s choice.Dinkar has five IPS officers above him in seniority, who he shall be superseding. It is believed that the senior-most 1984 batch officer Samant Goel, who has been on deputation to the Centre, has expressed his inability to come back to the home cadre.
The next senior most officer Mohammad Mustafa has disqualified himself in view of the fact that his wife Razia Sultana is a cabinet minister in the state. A representative of the Election Commission of India in the UPSC panel reportedly struck down his eligibility to qualify to the three-member panel.The nest two senior officers, Hardeep Dhillon (!985) and Jasminder Singh (1986) would be attaining superannuation in the next few months. In the case of 1986 batch S Chattopadhayaya there have been administrative reasons largely because of his inadequate ACRs.
