Worried about the rising numbers of HIV affected in Jails, the Government has decided to conduct HIV test of all inmates across the State. There are near about 23,000 inmates in all 26 jails in Punjab including nine central jails, 7 district jails, 7 sub-jails, one women jail, one open jail and one borstal jail.In the last check up, conducted in December, 2017, 1630 inmates were found HIV affected in routine tests in various jails, while Faridkot was on the top with 439 affected inmates. Sources also revealed that the prevalence of HIV cases is three times more in Jails as compare to Punjab .Sources disclosed that sharing of syringes and sexual contacts is being told behind such situation.For the last three years, every inmate is checked up medically with the test of HIV and Narco before admitting in Jail. Tests are conducted by the Punjab AIDS control Society and treatment is given by the Emmanuel Association. But there are number of inmates, who have been in Jails for last many years, could not be checked up properly. While no test is conducted when a person is released from the jail.Such matter had been brought in the Punjab and Haryana High Court in which it was asked from the Punjab Government that when and where the inmate did the inmate got target of HIV/AIDS. As a process, the Jail department has sent a letter to Health Department for HIV check-up of all inmates, while the request also has been forwarded to the Health Secretary to take over the HIV affected person after his or her release from the jail.
