Punjab Diary: Top cop’s journey full of thorns

Punjab, in the name of 1987-batch IPS officer Dinkar Gupta, has got one of the youngest DGPs in the country, who in fact has superseded five of his seniors to reach the top position. With a majority of the ‘disciplined force’ welcoming this development as a positive step in the interest of the state for RAJAY DEEP Assistant Editor AFTER CHECKING THE INFIGHTING IN HIS DEPARTMENT, THE DGP WILL HAVE TO BOOST THE MORALE OF CADRE TO FIGHT WITH TERROR MODULES, WITH ALSO IDENTIFYING THE SHEEP STAINING UNIFORM TO RESTORE THE FAITH OF MASSES Gupta being a cool-headed officer keeping nil political ambitions, there is a disturbed lot also which has started throwing tantrums now. And among the sulking cops, names of DGP Mohammad Mustafa and DGP Sidharth Chattopadhyay are being considered at the top. Reports suggest that the two are now mulling over challenging the selection of Gupta, who is otherwise junior to them in service. Interestingly, people having an understanding of the developments taking place in power corridors, including Editor Ajay Bhardwaj, had well in advance predicted the name of Dinkar Gupta, but Mustafa and Chattopadhyaya were not willing to shun the hope, until the CM himself announced the name of his home-town native three days back. While chances of Chattopadhyaya to get elevated as the top cop of the state were negligible since beginning, for him not obtaining good ACRs and also being in war against his own department officials, including the recently retired DGP Suresh Arora and his successor Dinkar Gupta, it badly shattered the dream of Mustaffa, who was eyeing since the government changed in 2017.

With his wife Razia Sultana being the minister in Amarinder’s cabinet, Mustaffa was quite flamboyant in boasting his relationship with Amarinder Singh. And he rightly proved the same in April 2017, when he got his transfer orders canceled within two days as the same were issued against his “wish”. Later, when in September last he was given the charge of Special Task Force as its chief, along with his existing duty as DGP Human Rights, he claimed it to be a step towards his elevation to the top post. His hopes, however, got badly dashed when his name was dropped from the UPSC’s panel of shortlisted cops, which hurt him a lot, as he learnt that it was done on the persuasion of some Punjab officers with an apprehension of him emerging as a “power centre” that could one day disturb the political masters also. Though the CMO has smartly scored a goal, with his own seniors (read as colleagues) being firm to play a spoilsport the journey ahead is not going to be very comfortable for the new DGP. Punjab has to fight with the emerging terror threats in the wake of ‘Referendum 2020’ that too with the police force which is already demoralised after the Kotakpura and Behbal Kalan police firing incidents in which their own department, backed by some reports of Inquiry Commission, has projected them as murderers, Gupta will have to walk extra mile, first to bring the flock together and then to boost their morale. Apart from this, the top cop will also have to put efforts to identify all black sheep of the department, from his own office to the grass root level, which are staining the uniform on every alternate day, as their deeds which are getting frequently exposed on social media ultimately weakens the trust of masses for the law and order machinery.
