Taking cognizance of a report on dumping and burning of garbage in Sultanpur Lodhi municipal council, the National Green Tribunal (NGT) has directed the District Magistrate Kapurthala to furnish action taken report within a month. Following a complaint, the NGT observed that the Sultanpur Lodhi municipal council was not taking requisite steps for compliance of Solid Waste Management Rules 2016. The NGT action came following a news carried by this correspondent. A copy of the NGT order was also forwarded to District Magistrate Kapurthala Mohammad Tayyab and the Regional Committee of the northern region. In its order, the NGT said that non-compliance of the order would invite punitive action including prosecution under NGT Act 2010. Notably, the case pertained to a complaint by a resident Jaswant Singh, who said that despite signing a contract to dump garbage on his five marla plot, the civic body kept throwing garbage on his entire field. The complainant has recently approached Chief Minister Capt Amarinder Singh to address the problem.

Jaswant Singh had shared that instead of utilizing his five marla plot as per contract for dumping garbage, the Sultanpur Lodhi Nagar council dumped the garbage on his one acre of field. The contract was signed in 2013. He has stated that the Nagar council was supposed to pay him Rs 80,000 annually as charges for using his five marla land. Neither the civic body paid him the rent, nor fulfilled the contract terms. The entire field of Jaswant Singh was turned into a garbage dump site. Notably, the contract also mentioned that the civic body would construct a five to six feet high boundary wall and then dump the garbage. It was also stated that the garbage would be lifted daily but nothing was done, rather the field was illegally encroached upon and used for dumping garbage. In the past, environmentalist Baba Balbir Singh Seechewal’s volunteers cleaned his plot but the Nagar council kept throwing garbage. Jaswant Singh lamented that the decision to give his land for addressing the problem of solid waste management ended up becoming a headache for him.
